Hospital-Based Services Plan 2009 - 2011

 

Legislative framework (General Health Bill, Medical Practitioners Bill, Pharmacy Bill, Allied Health Bill, Medical Services & Institutions Bill) enacted and implemented to support regulation and enforcement of the health system and services

We plan to:

  • Re-submit draft Bills from Nursing, Medical councils and Pharmacy Board to Solicitor General’s Office
  • Network with Solicitor General Office for review of draft legislative bills
  • Launch enacted legislations

Technical adviser appointed for Personal based health services

We plan to:

  • Create post for Technical Adviser Personal-based Services

Human Resources in Health Unit established to facilitate human resource development

We plan to:

  • Develop standard operating procedure document for HRH Unit
  • Create post for HRD Officer

Quality management framework developed and implemented to ensure quality patient care delivery

We plan to:

  • Seek to obtain permission to fill budgeted posts
  • Develop standard operating procedures for quality management
  • Develop monitoring and evaluation plan for quality management
  • Justify creation of posts for Quality Assurance Coordinator focal point for each health region

Decision-making and planning through evidence based hospital research established

We plan to:

  • Identify National Task Force for hospital-based research with Terms of Reference defined
  • Develop hospital-based research guidelines
  • Develop mechanism to implement hospital-based research guidelines

National Ethics Review Board (ERB) Guidelines developed to guide approval of research projects

We plan to:

  • Identify Ethics Review Committee with terms of reference
  • Develop National Ethics Review Guidelines 

Morbidity and mortality of chronic and non-chronic diseases reduced

We plan to:

  • Define baseline indicators for non communicable and communicable diseases
  • Develop reporting mechanism for non-communicable diseases
  • Develop protocols for management of non-communicable diseases 

Comprehensive management of care of family and community health based on the life cycle approach established and strengthened in hospitals

We plan to:

  • Develop life-cycle approach heath policy
  • Develop life-cycle approach framework
  • Develop life-cycle approach survey instrument
  • Conduct monitoring and evaluation  activities to ensure compliance with life-cycle policy

Health information systems strengthened to support health service delivery

We plan to:

  • Strengthen infrastructure to support BHIS
  • Develop standard operating procedures for BHIS
  • Develop mechanism to monitor and evaluate compliance with standard operating procedures for BHIS 

Improved user satisfaction with personal-based health services

We plan to:

  • Develop patient complaint policy
  • Develop patient satisfaction survey instrument
  • Develop employee satisfaction survey instrument

Protocols and standards for hospital service delivery developed and implemented

We plan to:

  • Develop protocols for 5 leading causes of hospitalization in in-patient service areas
  • Develop protocols for 5 main reasons for consultations in out-patient services areas
  • Develop clinical audit tools
  • Conduct clinical audits

Medical support service areas improved to respond to the demands of clinical management

We plan to:

  • Conduct needs assessment to determine support services needs
  • Develop template to guide the development of support services operational plans
  • Conduct monitoring and evaluation of support services operational plans

Occupational Health and Safety measures in the hospital services improved and maintained to assure employee safety 

We plan to:

  • Develop Occupational Health and Safety policy for personal-based services
  • Develop Occupational Health and Safety guidelines

Hospital services improved through alliances with local and international partners

We plan to:

  • Establish personal-based services management Boards/Committees with clear terms of reference
